Suraj, a singer, takes refuge from a storm in a rest house. During his stay, he has a strange feeling that he has been there before and recalls memories of being with a woman called Ratna.

Gautam, a dedicated officer, is transferred to a town that is teeming with criminals and ruled by Dharamdutt. In order to tackle Gautam, Dharamdutt sends his most able and trusted man, Govinda.

Ram and Rahim become best friends after the latter offers shelter to Ram when he comes to Bombay. However, Ram is unaware that Rahim is involved in illegal activities.

Charandas and Chameli develop feelings for each other. However, caste differences lead their families to oppose their budding relationship.
